Apply conservation of angular momentum

L = Iw, so ...

Iw = Iw

Initial I = MR2 + mr2

I = 1.5(.27)2 + (.33)(.14)2 = .115818 kgm2

Final I = (1.5)(.27)2 + (.33)(.27)2 = .113407

So...

(.115818)(28) = (.113407)(w)
