(b) What is the speed of the proton after it has traveled 30.0 cm?

Speed of the proton = (2*a*s)^1/2

where a is the acceleration and s is the distance

=( 2 * qE/m * 3/100)^1/2

= 2 * 10^8 * 1.36105 * 3/100

=2.856 * 10^3 m/s
