(a) magnitude = 0 MN/C (because no charge is present within 10cm)
direction = the electric field is zero
(b) magnitude = kq/r2 = 9 x 109 x 28.8 x 10-6 / (12 x 10-2)2 = 1.8 x 109 N/C = 1800 MN/C
